Commission Vice President
Cynthia McClain-Hill was appointed to the Board of Water and Power Commissioners by Mayor Eric Garcetti and confirmed by the Los Angeles City Council on August 15, 2018. Her term will end on June 30, 2022. She was elected Vice President of the Board on September 5, 2018.
Ms. McClain-Hill is managing director of Strategic Counsel PLC, and is a widely respected attorney and public policy strategist with an outstanding record of service to a variety of public-sector and non-profit boards and commissions, most recently as a City of Los Angeles Police Commissioner since 2016. She has served on the City’s Community Redevelopment Agency, the California Coastal Commission, the California Fair Political Practices Commission (FPPC), the CalEPA Environmental Justice Advisory Working Group, and the Los Angeles City Small and Local Business Advisory Commission.
She is past president of the Los Angeles Chapter of the National Association of Women Business Owners (NAWBO-LA) and served as the organization’s national president from 2008 to 2009. She was a member of the Founding Board for what became the Luskin UCLA School of Public Affairs and served as Vice Chair of its Advisory Board for several years.
Consistently named one of Southern California’s “Super Lawyers” based on surveys of 65,000 Los Angeles area attorneys, Ms. McClain-Hill ranks among the top five percent of the state’s practicing attorneys. She is featured regularly in a wide range of publications, and interviewed on leading television and radio shows. She has also been honored repeatedly for her leadership with business and civic organizations. She received the U.S. Small Business Administration’s “Women in Business Advocate Award,” the 2005 Chapter Public Policy Advocate of the Year Award” from NAWBO, the first annual “Ruth Standish Baldwin Award” from the Greater Sacramento Urban League, and the “Thurgood Marshall Award” from Minorities in Business Magazine. In September 2007, she was featured in ESSENCE Magazine.
Ms. McClain-Hill has long been a trusted advisor to California’s powerful political figures and leading policy makers. Former California Governor Gray Davis appointed her to serve as one of his five co-chairs on his Gubernatorial Transition Team. She also served as a member of the transition team for Los Angeles County Supervisor Mark Ridley-Thomas and counts being among the five speakers at his history marking inaugural among the most cherished events of her professional life.
Ms. McClain-Hill is the proud product of California’s public school system. She earned her Bachelor’s degree in Political Science from UCLA in 1998 and Juris Doctorate from UCLA School of Law in 2001. She is a wife and mother with two adult children.
