Since becoming Mayor of Lancaster in 2008, R. Rex Parris has led bold initiatives that transformed the city into a national model for innovation, sustainability, and economic growth. Under his leadership, Lancaster strengthened public safety, attracted global investment, and emerged as a leader in clean energy development. A central focus of Parris’s vision has been establishing Lancaster as the nation’s “First Hydrogen City.” Recognizing that the hydrogen market lacked the public infrastructure and coordination necessary for large-scale adoption, Lancaster partnered with the City of Industry to create the First Public Hydrogen Authority (FPH2), the first public agency of its kind dedicated to advancing hydrogen production, infrastructure, and deployment. As Chairman of the Board, Parris continues to help lead efforts to bridge the gap between emerging hydrogen technologies and the public systems needed to support a clean energy economy. Parris also spearheaded Lancaster’s landmark partnership with BYD, bringing advanced manufacturing, jobs, and international investment to the Antelope Valley. In addition, his renewable energy initiatives helped position Lancaster as one of the world’s first Zero-Net Energy Cities. Together, his work reflects a comprehensive vision for building safer, healthier, and more sustainable communities for future generations.
