Nestor McKenna is an Assistant Director with the City of Los Angeles General Services Department, Building Maintenance Division (BMD). He leads BMD’s End of Life Decarbonization Program, Solar Maintenance Group, and oversees the Energy & Water Management (EWM) Group, and the the Projects Group. Nestor manages a citywide Building Condition Assessment initiative and directs a pilot program across 607 City facilities to replace end-of-life gas-powered systems with electric alternatives. Through the EWM Group, he leads efforts to evaluate building energy and water performance through commissioning and retro-commissioning, implementing targeted efficiency measures. The Projects Group focuses on replacing major building systems nearing the end of their useful life. He also oversees the maintenance of solar photovoltaic systems and Battery Energy Storage Systems (BESS), ensuring long-term performance and reliability. In addition, Nestor is spearheading training programs to equip staff and crews with the skills needed to support the City’s decarbonization goals. Beginning his City career in 2002 as an HVAC mechanic, Nestor brings over two decades of technical expertise and operational insight to help drive Los Angeles’ transition to Net Zero.
